On the Bureau of Land Management website it shows the locations of all the mining claims (including gold panning) in Arizona. The place where I want to go doesn’t have a mining claim on it, so does that mean that it is legal for me to go gold panning there? This place, in particular is the Agua Fria River.

yes it is, however there are existing claims along several stretches of the Agua Fria and also some along the indian reservation lands. look check and ask before you pan,
